Registered users can add or remove blocks from dragonfly!

This hack allows admins to make blocks optional so that users may enable or disable them later. Specifically, it adds a dropdown to the blocks admin allowing blocks to be optional, and a link on the account configuration block for registered users. Users can enable or disable optional blocks for their account with a simplified version of the blocks administrator.

I created this module because there are so many interesting blocks available for dragonfly and it is tempting to really throw in the kitchen sink. Now you can.

Several critical dragonfly files and database tables are changed.
