I see toggle.js has call to Poodle.onDOMReady() but a call to addLoadEvent() will hopefully suffice for DF9.

Is there a way to have a theme display with the block column initially toggled closed rather than open for display?
Ie. rather than disabling a block column, I'd like it to be present but initially ... |

Not that I know of. Short of modifying Members List to add sort by email address if user is admin.
But phpMyAdmin, select cms_users, then Search and enter email address against user_email? |

Good so far, but I don't think it is your background too small. Something else is displaying in the space in the header area, so the background is overwritten, maybe.

The 3 background lines are alternatives, so just comment out the 2 that you don't want.
As for the xpadding try it before you worry about it.

| The width (assuming that you want fixed width) in the rD3 theme is controlled by the mainstyle.css. In fact that's about all that css file does, control the width, minimum width, centering, etc. |
