After upgrading to ver 9.1.2.1 I seem to have lost the ability to position the blocks up and down. There are only a few fixed choices like left, right, center up and center down. There used to be little arrows that could be used to move the blocks between each other on the same side.
Thanks.

Its Drag&Drop now, you need to move your mouse on the left side of the block name until your mouse pointer changes to a different one.

Thanks for the tip and very nigty indeed. The problem was that I seemed to have lost the row guides on the left so the area where the cursor changes to the Move symbol was only a couple of milimiters wide. I went to another installation where those were visible and hence wider and easier to latch on to.

What files would I be missing from that one installation where the row guides are missing?

looks like he opened the site and he doesn't require registration anymore, however forums still require registration and i think will be a perfect place to talk, share, ask and help about tutorials ... hopefully Praying

Video tutorial is no longer a valid link. Since I just upgraded to 9.2.x myself, it woulda been nice to see that tutorial.
