Post subject: Errors in topic names that created in Russian
If to create a new topic with the name in Russian such topic becomes inaccessible, and its name is deduced with mistakes.
I have created such topic in this forum for demonstration of this error.
Because of this error I cannot transfer the my site from windows-1251 encoding to UTF-8 Sad

Если создать новую тему с названием на русском языке, то такая тема становится недоступной, а её название выводится с ошибками.
Я создал такую тему в этом форуме для демонстрации этой ошибки.

There are two paths, the short one and the long one.
When you choose the short path you will notice it takes longer then the long path.
