Someone please explain the banner/our sponsors to me?

Ok I dont get this one. Where is the Our_Sponsors.html referenced here? And does it let admins add banners from it?

I activated the Sponsors Module and used the menu link but as the thread says it only gives an error page.

So do I have to create a Regular user to Add Banners?

Where are banners approved?

And does the Advertising block just display banners or can it add too? I tried to put one in and it doesn't show up.
