these are the extra characters for the romanian language....
ă â î ş ţ Ă Â Î Ş Ţ

problem is most of my users live in Canada... thus can't type these characters directly.

what I did is a block that apears on all pages of the site for people to Coppy / Paste characters if they really really want to type with cedillas or circumflexes

of course they can always do Alt + 0226 for 'â' but that's 5 keys pressed for one letter.

Is there a way to make some shortcuts like in Yahoo! Mail, where pressing Ctrl + [up key] + S should get you to the mail search page (this ain't working for me though using Firefox 0.9)

I'm looking for something like Ctrl + key = small special letter
Ctrl + Shift + key = capital special letter

how about something users can go with the mouse over click, hold it pressed and drag the letter. (note: I did not mention 'select')

forget the character map utility. that's idiotic.
I was not talking about windows users, but web surfers.

I know it's doable. just need to be pointed in the right direction.

The character map utility is badly written and extremely hard to use for only 8 different characters.
