hi how can i change the blocks sort order? after update to 9.1.2.1 i can't see it anymore...

Either you are missing files in your theme, or the theme is not compatible with 9.1.2.1, or both.

It should look like the examples in these threads:

just drag it with the mouse and then press update bottom.
you will find a cross cursor passing the pointer in the top left of each bottom. Also make sure that your admin templates files are updated : themes/theme_name/template/admin
