I was able to upgrade to the latest version. When I go to Blocks Admin, I can see everything - the list of modules(?) on the left side, the existing blocks on the right side, the buttons to create a new block in the top center.
I cannot add any new blocks - clicking on any of the buttons never goes anywhere, nor is anything in the list on the left clickable - though I can edit existing blocks.
Any ideas?

The problem might be also that maybe your browser has javascript turned off?(~0,5% of people have turned it off, so it's unlikely)

Thanks Melinda, I did search and neither of these links have anything to do with what I was reporting.
Perhaps I should rephrase the question:
The problem is that nothing on the Blocks admin is responding...i.e. When clicking on the modules listed on the left - it does not expand (as it does in Diz's wonderful tutorial), when I try to click on the add buttons (either RSS, From file or custom) it doesn't expand into add block form...when I click on the "thumbtack" it does not unpin the unused blocks....the only thing I can do is edit the existing blocks currently not being used from the right side.
Will this be moved back to the After Upgrade forum, hopefully someone will have an idea how this can be fixed?

read eastlane reply or make sure that you have uploaded all of "default" theme's files - then refresh the page.

Thanks, I checked the Javascript settings, say it is on...tried the action in both ie and firefox...same results.
I also uploaded the default theme files again, just in case it didn't upload correctly, same results.

Also be sure you uploaded everything from includes/javascript directory.

Thanks, just deleted the files in includes/javascript and re-uploaded...same results.

Try winscp it does have ftp support as well.
It's free and it knows what to do with default settings.
Ensure you use default theme and clear browser cache.

You are using a modified .htaccess somewhere.
includes/javascripts/ is not accessible.

Thanks for the info: I downloaded winscp and used it to reup the entire package again...still no change in the blocks admin.
Yes, when I use the .htaccess file that comes with the package in the root, I get a 500 Server Error. My webhost advised removing it....

Try do not use any .htaccess file at all, though that would be a security risk.

When I do not use the .htaccess file in the root folder, the page loads w3ith out the 500 server error. I decided to not be lazy and actually get the .htaccess file going, I only had to remove the following lines:

#ErrorDocument 400 /error.php
#ErrorDocument 401 /error.php
#ErrorDocument 403 /error.php
#ErrorDocument 404 /error.php
#ErrorDocument 500 /error.php
# AddDefaultCharset utf-8

When these lines are commented out, then it loads up fine without the 500 server error. Though my blocks admin is still not working.

OK, then this .htaccess file is OK.
Try renaming .htaccess files to smth else in
- includes/
- includes/javascript/ (if there is one in here, shouldn't be actually)
