If I go into admin > security > flooding and then select "Information" on one of the ip numbers listed there.

I get this warning at the bottom of the page

I've get the same as above on two sites, one is an upgrade from RC2 and the other is a new install of 9.2.1.

I've looked in the forums but I can't find any information about this warning.

Clean up the flooding IPs and see if you get the same warning next time.

After you are "really" sure that you are using original files and you haven't missed none of them please fill up a bug report with the following details:
OS architecture, displayed IP, saved ip, RDMBS server/client ....

Not sure how you got the changes, but be aware that 9.2 is under its own branch, if you got the changes from HEAD or a snapshot you need to know that those are PHP 5 only.

Soon HEAD and Df-9_2_1 are not going to be compatible anymore.
