I believe Nano is stating that he is looking into changing the method in which the blocks are saved (using an Ajax method), not something that you should be doing.

A possible workaround:
suhosin.post.max_vars = 0
suhosin.request.max_vars = 0

9.2.3 should fix this and no more server side changes should be required.
