I believe that your proxy server (squid) is messing up Content-Encoding.
Contact your system administrator as well.

It mighty be possible that your system admin is experimenting with FilesMatch and mod_gzip, highly possible.

Alright so I tryed a whole bunch of things today that didn't work but hopefully should shed some light.
So I installed with the fantastico script then made a backup of that install file, I then installed that version and followed the upgrade steps. I then attempted to run the install from the old version 9.2.1 since the code is the same, and bang it sudendly started acting the same as the newer file.
That would lead me to believe that the issue is not actually in the install file since it was never touched except for a rename, and it worked with after rename with version 9.1.2

I am getting a similar problem when trying to run install.php on a subdomain
