Though it may seem obvious to everyone else, I can't quite "get it."

CVS - concurrent versioning system ... it is used for developemental purposes, its basically an alpha or beta version of the next release. By using CVS you agree to do so at your own risk and with no gaurentee of support. It is advisable for only those with sufficient php and mysql knowledge to use CVS. CVS requires a lot of work including daily updating.

Its a great question but the answer didn't really explain it to me.

So it's a picture of the newest beta version? Or the files, so that I can download the developing beta and play with it as a live site?

it's the actual files, though at this time the 'core' is the only part available via snapshot. Snapshot is mearly an automated script designed to package the files together every 6 hours and add it to the download section of this site.
You can download it and play all you want, but remember you will be on your own, you may ask questions in the appropriate forums (9.x) but there is no gaurentee you'll be answered or helped. At this time the CVS is considered stable but that can and does frequently change. It is not advised for use on a live site unless you have the appropriate familiarity with cpgnuke, php, mysql etc.

So all i need to do is download PR1, unzip, FTP to the site, then download the snapshot, and FTP it to the site, overwriteing the existing files ?????

Curious.
I just D/L the latest snapshot html-200501080000 and now when attempting to set Group Permissions I only get the main Forums Admin screen and am given no ability to edit the Group Permissions.
Any thoughts or fixes?

PR1 is different from CVS.
PR1 can be considered a dragonfly beta.
While CVS updates can be considered alpha releases.
Alpha releases are the most current work of the developers. But they are very unstable.
If you want a good build the last stable release I recommend 8.2c.
Everything after that is still in development.
