That document doesn't actually appear to contain any useful information, what it does have doesn't look correct either. Specifically, it's normal HTTP 1.1 behaviour to add the character set ISO-8859 if no character set is specified.

Assuming that sending data in UTF8 without specifying the character set and hoping it will be interpreted as UTF8 by a lucky circumstance of browser implementation won't work in all cases and blaming a proxy for correctly adding ISO-8859 isn't correct just because you didn't want it to.

I suspect if we run a poll we'll find a lot of people who are getting this problem across multiple character sets (ie "?" from datetimeformat). I've been looking at this today and it's just not working properly at all across a combination of servers in terms of OS and Apache versions, PHP versions and ini settings, Apache allowed overrides etc etc.

If I just write some plain PHP code to exercise strfmtime in different locales it works every time for me just as I'd expect.

Bit of a nuisance really, I have to deal with the character stuff for a living, it's no fun on your own time Smile

can you please fill in your server specs fully? I guess from your problem you're running a windows server though.
