If while installing you experience this error it maybe related to a PHP issue.

I could only reproduce this error on ISS 7.5 Windows 7 while using FastCGI.

The bug can be easily reproduced and a bug report has been filed at php.net.

A patch will soon be committed to CVS for HEAD and STABLE.

Duplicate but filed differently ... bug exists while also using Apache and other php versions ... since 5.2.9 or less ... will be fixed in php 5.3.11.
