How to allow members to attach files to Forum posts. Reply to topic

I thought I knew how to do this, but it seems I am doing something wrong.

As an admin or moderator I see that I can see the attachment option when I do a new post or reply, but as a regular member I do not.

How is this set normally so that ANY member can attach files to new posts or replies?

Server specs (Server OS / Apache / MySQL / PHP / DragonflyCMS):
[ Linux / Apache 2.2.8 / MySQL 5.0.45 / PHP 5.2.6 / CPG 8.2b - 9.3.4.1]

So I took a screen capture video of what my attachment settings are set at:

Should these be set differently to allow regular members to see the options to add an attachment when they reply to a post (not using quick reply obviously) or start a new topic?

And here is a screen capture video of the forum configuration ... maybe something is not set correctly there?

Thanks for any assistance with this!!!

Okay so I figured it out - I had to open the individual forum and gfo into advanced settings and change it manually from MOD to REG.

Weird to do it that way though, but oh well.

At least now it is working where I needed it to!!! Whew!
