Windows is a little bit funny with sockets. In an NT environment Sockets are called Named Pipes.
By default MySQL will let you connect using sockets or named pipes (skip-networking in my.ini on) but will not add it self in the Local Security Settings -> Network Access -> Named Pipes that can be accessed anonymously.
Now you can fix your problem in two different ways.
1) set up NT to accept anonymous connections to the specified MySQL socket (read my.ini)
2) set up MySQL to allow networking (read my.ini and disable skip-networking)
 Just noticed that you are on unix server .... ask you ISP for database connections details.[/edit]
