downloads pro module, database backup via admin console and any operation that uses the "download" features do not work when using HTTPS SSL, if switch back to HTTP non SSL all work correctly.

What is the error you receiving?
We have no SSL testbed to work with

just says file does not exist or server cannot be contacted. I have since figured out that it does work correctly with FireFox, but does not work with IE...? Strange

Ok, found the culprit, it is not a Downloads Pro issue at all (of course) It is actually an IE issue, see
