Dragonfly 9.0.3 -> 9.3: Template include switch

Description It would be nice to be able to switch off the check for a template include so that it is possible to include a template from another module that might not exists. At the moment <!-- IF C_MOD_B --> <!-- INCLUDE module_b/example.html --> <!-- ENDIF --> returns an error if the module_b/example.html file does not exist. It would be nice to switch off that check, for example <!-- IF C_MOD_B --> <!-- IF EXISTS INCLUDE module_b/example.html --> <!-- ENDIF --> So that it doesn't error if the file doesn't exist. This is useful for rating / tagging /comment modules that provide shared functionality for a number of other modules. right now each module that uses the template must include the template so that it always exists regardless of wether the shared module is installed or not. This makes it more difficult to update the shared modules since any changes to templetes for that module also require a new release of all modules that use the shared code. Having this switch would make them independent.
